Our Data Rights: AI Ethics, Privacy, Open Data Need Each Other to Succeed
Bring together three communities that are not talking to each other enough to chart a joint way forward: AI ethics, open data, privacy/surveillance. The outcome is a coming together, of these three groups around a joint data rights framework which will then be translated into regulatory and policy change. We expect to discuss policy ideas such as algorithmic transparency and regulation of online political ads (which could then be picked up by a new OGP cohort focused on data rights).

Breaking Up Vested Interests: Turning Open Contracting Data into Systemic Political Change
Public procurement is one of the Governments' number one risk of corruption. Building on this assessment, the concept of open contracting promises to deliver a higher level of transparency all through the process, a more effective and trustworthy Government, and a better business environment. The Contracting 5 has emerged as a leading peer-learning network within the international Open Government community to promote and shape open contracting reforms.

The objective of this panel is to share stories, case studies and argue for the spread of an open contracting scheme by design within the different countries' public procurement systems. Gathering high-level speakers from the C5 countries, from the Open contracting partnership board and SCOs, this panel is designed to give insights and vision of the achievements and for the next future of Open contracting.

Advancing Open Government through Legal Empowerment and Access to Justice
The Ministry of Justice of Georgia, OECD and OSJI propose a high-level panel/round table to describe how the OGP can strengthen links between access to civil justice, legal empowerment and open government. The panel will feature high-level speakers coming from justice institutions, planning agencies and civil society. Speakers will discuss OGP commitments and innovative country experiences for advancing legal empowerment and people-focused access to justice as a means to enhance openness, transparency and accountability.

The panel seeks to highlight opportunities and generate political momentum for OGP members to incorporate access to justice commitments into their 2018 and 2019 NAPs. This event will align with a separate working session for civil society and government reformers on the same topic at the OGP summit, advance the implementation of the Paris Declaration ”Supporting Justice for All” and efforts toward the Joint Declaration on Open Government for the SDGs.

This session will be conducted in Spanish with simultaneous translation available in English, Georgian, and French.

Most participating countries in Americas are in their third or fourth round of action plans. What wins have we had? What is still missing? What does co-creation look like in there Americas? Can co-creation go beyond action plans? What are the next steps?

La mayoría de los gobiernos de la región ya van por su tercer o cuarto plan de acción en el marco de la Alianza para el Gobierno Abierto. How Four OGP Commitments Have Transformed the Relationship between Parliaments and Citizens
The global trend of opening the parliamentary institutions to citizens has been steadily increasing as citizen’s demand and expect engagement beyond elections. In some countries, giving the public influence in parliamentary processes has resulted in transforming the relationship between parliaments and citizens, requiring the parliament to look beyond party politics and focus on the issues that affect a country's citizens. The idea behind this very practical session is to tell the story of how four OGP commitments in Argentina, Georgia, and Paraguay and Ukraine have enhanced opportunities for citizen engagement both in terms of the quality and quantity of participation.

How to be Open Government Friendly When You Are a Donor
This session is thought to be a multi-donor workshop to address two main issues: the trends in donors on open-government issues (included transparency and accountability issues) and the way through which international donors can apply open government principles to their funding decisions and aid management. What are the hot topics the donors see and are challenged on? How do they collectively support the open-government agenda? How they apply to themselves the main principles of open-government? This panel will focus on francophone countries, which are further behind than other countries among the OGP. What have the donors to cope with? How can they leverage on the decision-makers to channel funds to support open-government initiatives? Which experiences or success-stories could be used from other regions to help strengthening the open-government movement?

Open Government as a Strategy to Achieve the Sustainable Development Goals at Local Level
Open Government provides a favorable framework to advance in the achievement of the 2030 Agenda, since it implies a new form of governance that favors transparency and access to public information, promotes the traceability of political decisions, involves citizens in the cycle of public policies and encourages joint work between citizens and public administrations. To advance in this ambitious agenda, an approach where dialogue and complementary actions between the public sector and civil society are constant, constructive and regular should be promoted. Bearing in mind that the local sphere is the closest to citizens, local and regional governments are natural spaces for the joint development of the Open Government Agenda as the driving force of the 2030 Agenda.

The objective of the session is to create a dialogue between representatives of local and regional governments and civil society on open government as a driver to advance on the achievement of the SDGs at local level. The experiences of Africa, America, Scotland and Spain will be presented and will be followed by an empty chair space for the audience to come up and participate in the debate.

Defending Civic Space: The Role of OGP and Other Multistakeholder Initiatives
Across the globe, civil society organizations are taking innovative approaches to defending civic space. Some have leveraged MSIs, including OGP, to open new spaces for civic engagement and resist repression. Others have mobilized coalitions to halt the passage of repressive bills. This fishbowl will bring civil society activists from a number of countries together to share insights from their experiences, generate lessons, and discuss whether and how MSIs can provide a platform for defending civic space. Fishbowl participants will have the opportunity to reflect on and discuss each example. Outcomes of this will include shared strategies and tactics from various contexts to inform work within OGP NAPs, and new partnerships and connections among reformers looking to defend civic space, including through leveraging MSIs.
