The Government of Georgia will host the 5th OGP Global Summit in Tbilisi, Georgia, on July 17-19, 2018. The Summit will provide an excellent opportunity for leaders from OGP’s 76 participating countries, local governments, and beyond to exchange ideas on how they are making their governments more transparent, accountable, and responsive to citizens.

The Dynamics of Vertical Collaboration – Advancing Open Government in Federal and Decentralized Countries

The panel will explore the dynamics of vertical collaboration between levels of government with a special focus on federal and decentralized governments. The discussion will be moderated towards:

  1. The identification of best practices on how OG reforms can be successfully coordinated and implemented in countries characterized as federal or decentralized systems, featuring, for instance, OGP commitments adopted at a subnational level
  2. Discussing challenges and opportunities of advancing OG principles at a decentralized level
  3. Addressing patterns of collaboration between different levels of government & at different stages of the policy cycle
  4. Assessing lessons learnt, especially in light of the OECD’s 2017 Recommendation by the Council on OG (“governance of open government” concept)
  5. Exploring approaches to cross-level cooperation on OGP National Action Plans.
