Short Bio: David Marghania is public procurement reforms architect, electronic public procurement evangelist, advocate of openness and transparency. He has full scale international expertise in public procurement sector and hands-on experience of creation and successfully operation of electronic public procurement systems in Georgia, Ukraine and Moldova; After more than 10 years of public service in Georgia, from 2013 until now David is sharing successful public procurement reform experience with other countries as international expert of various donor organizations: the European Bank of Reconstruction and Development, Open Contracting Partnership, the World Bank and USAID.
David is managing partner of international consulting company To Do Club, which provides full support to governments with successful, end-to-end eProcurement reform implementation.
